VANDENBERG AIR FORCE BASE, Calif. – The two-stage Delta II launch vehicle lifts off Space Launch Complex 2 at Vandenberg Air Force Base, carrying NASA's Soil Moisture Active Passive satellite, or SMAP, on a mission to study global coverage of soil moisture and freeze/thaw measurements.
