Webb, NASA administrator, Washington, D.C.; astronaut James A. McDivitt, command pilot of the Gemini-4 spaceflight; Dr. Robert C. Seamans Jr., NASA associate adminitrator; the President; and astronaut Edward H. White II, pilot of the Gemini-4 mission.
